How to enable REST API Modular Input on Splunk Cloud?

This app indicates it is not self-service via the cloud and asks the user to submit a support case. When I go to submit a support case, I don't have a contract and so can't submit.

How would one get the above enabled?

Ultimately, I would like to have Splunk Clud pull API data out of my system periodically.
