How can I point my 1st instance to my 2nd instance only for accessing Splunk license usage?

I have 2 enterprise splunk instance.
1st instance doesn't have a license but the second instance have a license.
I want to point my 1st instance to my 2nd instance only for accessing license usage.

please help me how to do

On 1st instance make the Licence mode as slave:
