Users don't have access to the collections.conf file and any other .conf files.
We can't grant users access to admin_all_objects. 
We need to allow users to create KV Lookups through REST API and/or Lookup Editor App. Is it any way to provide this capability without allowing admin_all_objects to these users?
You (user=<$username$ with poweruser>) do not have permission to perform this operation (requires capability: admin_all_objects)
