Custom Splunk Webhook Payload

How should I customize the webhook payload? http://dev.splunk.com/view/dev-guide/SP-CAAAE7A#Built-in_webhook_alert_action from the document, it seems I should modify webhook.py? May I run the webhook.py locally?
