Can I use geostats without ip addresses?

I have city and country data in my events, but not ip addresses. Can I create a map using cities or countries only?

I figured out that I can use | geom to create a cloropleth map. I really want a cluter map though, so I'll create a lookup table for the lon/lat values for the small, fixed number of cities I'm using.
