Why won't scheduled alerts fire intermediately (using corn expression to scan for results every 15min)?

Am using scheduled alerts , I notice not all alerts are getting fired and am not receiving emails for all the events. Around 45-50% for alerts I get, rest of them I got get email.

 

Any reason why this weird behaviour ?
