Show us the links to the documentation that you are suing. I have never heard of a PCF tile.

This is the documentation link: https://docs.pivotal.io/partners/splunk/index.html

I had this issue since I was not pre-pending the cloud hostname with "input" keyword
i.e. protocol://input-host:port/endpoint
I got the answer form this link: http://dev.splunk.com/view/event-collector/SP-CAAAE7G
