Alert action to WebEx teams - Find Room Id and API Key

In our application we have a specific requirement to send alert message to a WebEx team space id when one or more application errors that Splunk app found within a time range.

I created an alert with WebEx teams as alert action but it is not triggered , i want to few clarifications about 

Room Id - 

API Key - 

Please help me as i have been struggling to find a solution for the past two days.
