is it possible to force a particular node to be the captain in a search head cluster?

No. That would defeat the purpose of dynamic captain election. The system is capable of electing a captain and for some reason if the captain is not available, then it will elect a new captain

But maybe some preferred site? If the failover happens and the primary site comes back up, couldn't the non-preferred captain request a reelection?

If you consider the idea a valid use case, can we make it a feature request?
I see that right along the same line of thought as the Host Affinity in VMware for example.
