Why am I not able to add a time range picker?

Coming to dashboards after few months. Earlier there was an easy interface to add time range picker to dashboards. Now I am not able to find such an option. Please advice. Send me links etc.

Basically want to add to a dashboard the time range picker so that I can change and see the data based on the value we choose.

There is some documentation in the Dashboards and Visualizations manual. Are you also looking at the Dashboard Examples app itself? It includes samples of this feature.
