What determines the available roles to assign permissions on owned KO's by non-admin users

I want certain non-admin users to be able to assign r/w permissions for other roles on knowledge objects the own. They seem to be able to do this, but only for roles they themselves have. Is there a way to to allow them to manage r/w permissions for other roles as well?
