Splunk Search

Create output[Site Down] by comparing two hosts that match a field down

I'm trying to create a search that will look at hosts over a period time E.G 1 week within period of time(10 - 30 minutes) where two hosts with field state_to=DOWN on both to create a condition that says Site down.

state_to=DOWN

time_period=1day
time_blocks=10-30minutes

host=192.168.1.1
host=192.168.1.2
host=192.168.2.1
host=192.168.2.2

Where the third octet represents a site and the last octet represent the routers at that site, If both are reported down then the site is down.

I'm confident I could create a rigid search with two hosts but I'm looking at a search that can match the third and tell the difference via the fourth and when both have state_to=down then bobs your uncle site unavailable.

If anyone can help or point me in the right direction that would be amazing, I'm really struggling to get my head around on how I can convert this into a search and what the best commands/operators to use.
