Create a Graph which is visible to all but the drill down data should not be visible to all.

Hi All Experts,
I have created a bar graph for incidents and for click on each bar information is displayed on next panel.
Now my requirement is to restrict the other part(on click of bar detailed information) depending on either user or user role(as of now i dont have any clue about to go by user or index or role)
Please help me out.
