Unable to grant itoa roles to any user (including admin) in splunk

I have installed ITSI into our splunk, but unable to grant any itoa roles to anyone.
When I try to add any itoa role to a user in the "Access controls" it gives the error " Role=itoa_* is not grantable " Please advise on how to fix this issue
