I'm going to buy license Splunk at Vietnam but I didn't find anything to buy it. Please help me give any contract?

You could start by contacting sales through https://www.splunk.com/en_us/about-splunk/contact-us.html if you havent already spoken to somebody within Splunk. They should be able to direct you to the right place to make your purchase, either directly or via a Partner. 

Alternatively as @PickleRick  you could go direct to a partner to discuss your purchase.

I called directly Sale same as my region but still no repsonse . Anyway, thank you for your suggestion I will contact local authorized sellers

I always recommend getting into a working relationship with your local Partner. A good Partner will not only _sell_ a license to you, they will also provide help with choosing what you really need and often have knowledge outside of just Splunk portfolio which means they can often assist with other topics as well.
