Issues installing Splunk Enterprise 8.1.1 for windows 10

Hello

I was trying to install Splunk Enterprise 8.1.1 for windows 10 and i keep getting an error message during the install. The error message that I'm receiving is "The code execution cannot proceed because libxml2.dll was not found."

I also tried to install older version of the program and get the same results.
