Is it correct that by default same files are determined by "the hash value from the first 246 bytes of file"

is the below statement correct ?

When importing the same file:-

by default, same files are determined by "the hash value calculated from the first 256 bytes of the file", but if the difference is "20MB even if they are the same file", then the file will be imported.

I never heard this sentence, my knowledge is relative only to the first 256 .chars.
