Threat intel not being added

Ever since the upgrade to ES 5.3.0 the ip_intel lookup doesn't seem to be getting filled anymore and there aren't any new notables of threat matches. I can see the threat feeds being downloaded (new ones are located in $SPLUNKHOME$/etc/apps/SA-ThreatIntelligence/local/data/threat_intel) but an |inputlookup ip_intel only shows the default and local threats and none of the downloaded feeds. It used to work just fine but with the new update it seemed to stop adding them.

How does ip_intel get filled and what can cause it to stop the feeds to be added to it?
