Citrix netscaler add-on latest version 6.3.0 is released on splunkbase

It supports splunk 7+ versions and Netscaler 10-11

The easiest way to know, is to try it if it works. Usually these add-ons only provide parsing or field extraction configurations and no dashboards.
I reckon more important is that the Netscaler version is supported, but even then you might have to modify the field extractions to match.

So, it may or may not work out of the box, but it should not take a lot of effort to make it work.
