Workflow actions: How to employ a custom link target?

Hello,

Does anyone know the mechanism involved that processes the workflowaction.conf file? I am trying to use the workflow action functionality on event fields with the assignment of a link target to a custom frame window.

Currently the .conf file allows the defaults of "blank" and "self". I would like to remove the "lockdown" and allow for a custom target that I specify.

OR

edit the mechanism that processes the conf file settings to make "self" = "myCustomFrame". I am assuming its a .py script somewhere..
