Are you able to login to splunk.com ?
If so, once logged in can you access https://www.splunk.com/en_us/download/splunk-cloud/cloud-trial.html ?
This should allow you to create a Splunk Cloud trial.
You should then be emailed credentials to access the Splunk Cloud trial stack. Please let me know how you get on.
