Stop Splunk, make a backup of $SPLUNK_HOME/etc/passwd, then remove the file. When you restart Splunk, it should allow you to login with the defaults: admin/changeme

As an additional: If you have any other user defined so far, you simply copy these out from the copy-passwd into the newly generated passwd file.
