What permissions are required in a role to update geoip file?

Without giving admin, is there a permission to apply to roles that would allow that user to update the geoip files?  I allowed all the upload permissions but it still errors about permissions

How are you updating the geoip files currently?

Manually, I just go to our cloud instance, settings, lookups, geoip lookups file and manually update the file from a repository.  As an admin, I can do it fine but im trying to give the tasks to a couple users and im not sure what permissions to give their role to be able to do it.  There were three "upload" permissions and one of them was upload mmdb file and once I added that, they could upload the file but when they try to save is where they get the error
