What are the minimum user role and capabilities needed to upload and change permissions of lookups?

Hi. We want to create a new role which allows the end-users are able to upload the lookup files and change the permission to a specific app. Also, the end-users will not allow to access to any indexes. What are the the minimum roles/capabilities needed?

You can grant product defined "power user" role which has following capabilities : embed_report, rtsearch, schedule_search.
