User Web page "Account Settings" showing page not found

For non admin roles, when I navigate to User Web page "Account Settings" showing page not found. Is there way to allow certain roles to access the page?  My user role already have default capabilities including change_own_password. Still not able to access "Account Settings".

Just changed to "Search & Reporting" and tried to open "Account Settings" still getting "404 Not Found".

There's another recent thread on this topic, but try changing your app context to "Search & Reporting" and then try going to Account Settings. Sometimes the application context can cause issues.
