Is there any limit for adding no of users for a single personalized splunk enterprise dev/test account? and can we deploy the Splunk enterprise dev/test instance on AWS EC2?

There is no official limitation on the number of users that you can have with a Full Splunk Enterprise instance. How many users you can have depends upon the H/W capacity you've to handle the user load (search concurrency, number of total searches etc). And yes, you can setup Splunk on AWS EC2 instance.
