[Errono: 10013] An attempt was made to access a socket in a way forbidden by its access permissions

When the Splunkd service is started, I receive the above error from the CEPA HTTP Server.

I am on a Windows 2008 machine. Python is allowed in the firewall. Splunkd is running as a local administrator account.

Has anyone encountered this or have any ideas?

Have you tried using the Splunk App for Stream? You could configure it on the server that mounts the directories, and specifically monitor any port and protocol required. Events will be collected from the wire and logged as JSON events into Splunk.
