Can a Power User Role get grant to access ACL Capability to Dashboard/Report/Alarm

Hi.

As in Subject, only Admin Role can edit an object "ACL",
turning an object from Private to Public, with relative "ACL" permissions.

What's the "Capability" giving this feature, only Admins have?
