While Splunk could certainly be used for this kind of monitoring, it's really probably overkill and excessively complex for monitoring family activity on a typical home network. In general, it would be the same steps as monitoring any corporate network, which would be to capture the log data from the firewall, proxy or router, then search and report on them in Splunk.
