Historical Data forward to third party using syslog

I wish to forward certain data from Splunk to a 3rd party as syslog via a HF. I know that newly indexed data will get forwarded to 3rd party system. However, will this setup allow me to forward historical data as well? Basically, my intend is to push 3 months of data from an index to a 3rd party system along with any new data that gets stored in that index.
