Failed to install license to Splunk 7.3.0

We just download 7.3.0, and want to install a partner license to it, but failed.

Does it mean our license does not support 7.3.0? Is there a way to check what version a partner license supports?

We had an old Splunk server running 7.2.6 with this license, but the VM was erased. Does it mean this license is still locked by that old Splunk server?
