After picking free license at /en-US/manager/system/licensing I get redirected to the same page without any success or error.
This is preventing me from continuing developing.

if nothing helps, edit server.conf in $SPLUNK_HOME/etc/system/local/ and add
[license]
active_group = Free
Restart Splunk and you're good to go 😉

Is it a fresh installation or you have been using it? If you were using it for sometime now and the Trial license expired, then you have to select Free license option and not the Enterprise because Enterprise expects a valid license key after 60 days or so .

I did pick the free license, yes, all of them have the same error of just redirecting me back to the same page
After selecting the free and "save" try a restart of splunk
