As the computer laptop field continues to grow the use of ARM based chips for Windows 11, is there an ETA on a Splunk Forwarder agent for this chipset?

Unfortunately as you have found, there is currently no ARM release for the Splunk UF package on Windows 11, the only available packages for Windows 11 are x86_64.
There is no public information available about any potential releases of ARM based UF for Windows 11, however if you speak to your account team they may be able to find more information about IF/when this might become available and can often get you setup with Beta access if it does become available. Note that these sorts of things have historically been covered by Non-Disclosure Agreements (NDAs)
