Why is splunkd not starting on one of my indexers?

My splunkd is not starting on one of the indexers. Below is what I have done so far -
1. deleted PID file from /var/run/splunk
2. chown - R satish:xxx /opt/splunk
3. tried to restart splunk number of times

Could someone please help me to fix this problem?

Problem fixed. Edited server.conf and added
[general]
site = site1
