Is there a way to add an index via CLI that includes hot/warm and cold paths without restarting?

No, you have to edit the indexes.conf file. Run splunk help add to see available options and parameters.

Objects:
add index adds index on this server

Required Parameters:
(For add index)
name name of index (if none set - then use all)

Optional Parameters:
(((nothing listed for add index)))
