Is it possible to manage Forwarders with mounted knowledge bundles?

I'm considering a Splunk cluster setup, where the Search Heads and Indexers (Peers) will be managed using mounted knowledge bundles. Is there a way to also configure the Forwarders to use the same method of management? Or is the only solution to use the Deployment Server alongside the cluster's knowledge bundle? (it seems like the two methods of management could be merged)

Why would your Forwarders require knowledge bundles? Deployment Server is the best built-in option, but there are a ton of other options if you want to set them up. Puppet or Chef come to mind.
