How can I monitor IIS Application pool state?

Is it possible through WMI query or performance monitor?

Can anyone help me?

IIS App Pool can be configured to log to eventlog. http://webmasters.stackexchange.com/questions/17630/which-event-log-file-does-iis-7-app-pool-log-to

You can then collect event logs in Splunk
