What is the maximum latency we should see between sites in a multisite indexer cluster?

What is the maximum "network latency" we should see in a multisite index cluster? I can't find related documentation.

I guess what you are asking is what is the maximum latency we like to see between sites in a multi-site cluster. There is no hard number, but we recommend you are staying below 100ms between sites. Less is better.
We have tested with higher latencies, but your indexing throughput will suffer as latency increases.
