Cannot access appserver directly with appServerPorts configured.

When I restart Splunk, I am getting an 503 Service Unavailable error. It also states on the page that "cannot access appserver directly with appServerPorts configured." This page will show for about two minutes before changing to a connection refused page. I usually have to restart again to get the Splunk GUI to show. Do you know what is causing this issue?

Can't tell you what the exact fix to this problem was, but after rebooting the whole server, this problem went away.
