Can one Splunk architecture have two license masters?

I have an architecture in one Country, but in a new country, I'm looking for the creation of other new architecture. I'm thinking: Can I manage the self group of licenses with two license masters connected between them?

If Splunk servers resides on same network , it doesn't matter if they are in different regions. There is no need to maintain multiple license masters , you can deploy license keys on single license master and use it in different environments.

Create a license pool and you can check license usage by pool, that how many GB license used by each Pool.
