Would multiple logon methods be only possible via tokens in DUO?

If we turn on DUO, can we have multiple logon methods or would only be possible via a token? Our concern is not everyone has an iPhone to obtain a token.

Also, would it impact console logon using a built-in SPLUNK ID, like admin?
We would be using the AD to authenticate the users.

We are not using Duo at login but on specific pages within our PS environment. however, Duo has a lot of different settings to allow for different behavior for different users.
