Why is the integrated button export to PDF not visible in my dashboard?

Am on v 6.6.3
After taking the package and deploying in another environment the "Export to PDF" button isnt visible any more.
Even i cant see Edit Button or print next to Export to PDF .

Is it something to do with the roles as Admin is able to see those buttons.

access = read : [  admin, manager ], write : [ admin, manager]

I have this in my default.meta file and i have manager permissions.
