Is there any Editor available that can validate and suggest as i type for creating SPLUNK advanced XML.

You can check out the Sideview Editor which is a part of Sideview Utils. You'll need at least version 2.0 and you can download the latest version (2.2.10) from the Sideview site here. http://sideviewapps.com/apps/sideview-utils. Note that if you only have the Sideview Utils from Splunkbase it'll only be the 1.3.5 version.

As an external editor take a look at liquid xml editor which will be able to do auto code completion for you as well.

In newer versions of Splunk, the view editor in the manager will validate your xml when saving, it also features a "rich editor" which will highlight code in various colours based on the coponent.
If you want to use an external editor, I believe Komodo would be useful, and you should read this question/answer...
