Is it possible to change the splunk toplevel menu?

Is it possible to change the splunk toplevel menu 

e.g.

Messages / Settings /Activity / Help / Find

We would like to customise the menus and options for a specific user but can only seem to find ways of editing the menu options for apps.

this is interesting question ,-)

Basically I think that this could works as also launcher is a Splunk app. You could try to check what you have under $SPLUNK_HOME/etc/apps/launcher/default/data/ui/nav. Don't do changes there! Just create a corresponding directory/file under .../local/data/ui/nav for all users on under $SPLUNK_HOME/etc/users/<user>/launcher/local/data/ui/nav/default.xml which contains those menus just like any other apps. This could work or not? BUT do it 1st on your test splunk and you are doing it with your own risk!!
