How to add maxspotcolor and minspotcolor in line chart ?

then you could you please help me on how to highlight  the max and min values in line chart

You can show the min/max values with this option

<option name="charting.chart.showDataLabels">minmax</option>

There isn't an option to change the colour of a series depending on its value.
