it is possible, but might not look like you intended it to look.
Just go ahead and edit the SimpleXML code like the following.
What your code looks like with all the charts in a panel each:
<row>
<panel>
<chart>
...
</chart>
</panel>
<panel>
<chart>

</panel>

How the end result must look like
