create receiver error: AmqpOverCapacityError: Out of available handles (Max = undefined)

We opened the firewall up and receive these two messages. If you have any insight, we would so much appreciate it:

create receiver error: AmqpOverCapacityError: Out of available handles (Max = undefined)

"receiver error: TypeError: Cannot read property 'write' of null

We have granted the appid permissions to list and read; not to write
