how i can configure splunk to send me email alerts every time db connect retrieves data from my database or when there is a failure to load.

Have a look at index=_internal sourcetype=dbx* . Depending on the version of dox you are running there are different log events in there to extract information from. Then it would just be a matter of creating an alert from your search.
