I've noticed that there are many IPs shown near Wichita, Kansas, in google map, and also Web Intelligence app.
It seems like the latitude is 38 and longitude is -97. Why?

Answering to my own question 🙂
This is a limitation of GeoCity database. If IP addresses are identified as ones used in the U.S. but not identified for specific locations, they will be plotted in that latitude and longitude.
