Unable to send emails from Splunk Enterprise - STARTTLS extension not supported by server

We are running Splunk Enterprise version 7.2.4 on AMI Linux (installed via marketplace) and are unable to send emails from Splunk. Our email settings are configured to use Amazon SES server email-smtp.us-east-1.amazonaws.com:587 with TLS enabled. Upon attempting to send an email (schedule report) the following error is thrown: sendemail:458 - STARTTLS extension not supported by server. while sending mail to: xxx@yyy.com. The same error is thrown when attempting to use Google SMTP servers.

Do I need to make adjustments in some Splunk conf or py file to make this work?
